Parents often focus first on the adult who was present, but that person may not be the only party whose conduct matters. Depending on the circumstances, responsibility could involve daycare operators, childcare employees, private schools, public schools or districts, teachers, coaches and sports organizations, camps and youth programs, property owners, businesses, transportation providers, third-party contractors, or product manufacturers.

More than one party may share responsibility. Identifying each potential source requires looking beyond the initial incident report.
